Carlos Soruco Deiters
Co-Founder & Head of Legal and Corporate Affairs
Quantum Motors
Carlos Soruco is a Bolivian lawyer, entrepreneur, and energy-transition practitioner working at the intersection of business, public policy, regulation, and sustainable development. He is Co-Founder and Head of Legal and Corporate Affairs of Quantum Motors, a pioneering Latin American electric mobility company that he helped build from the ground up and that has expanded from Bolivia into several countries in the region.
His experience building an electric vehicle company led him to engage increasingly with the regulatory and institutional barriers to the energy transition. He has advocated for sustainable mobility policies in Bolivia, including contributing to the country’s first Bicycle Law, and co-founded Quantum Batteries, focused on battery technology and circular economy solutions. He also co-founded RECUSOST, an energy-efficiency and environmental consulting firm.
Soruco has served as Strategic and Institutional Advisor on energy transition, renewable energy, electromobility, lithium, and related policy and regulatory frameworks. He is also drafter and coordinator of Bolivia’s Green Energy Promotion Law, a proposed framework to facilitate investment and accelerate the development of green energy projects. He contributes to the development of Bolivia’s policy and legal framework for lithium and evaporitic resources.
