Ministry of Finance, Pakistan

Mariam Ayub is Deputy Secretary at Pakistan's Ministry of Finance, where she works at the intersection of fiscal policy, climate finance, and multilateral engagement.

She established the Climate Finance Unit at the Ministry of Finance and led Pakistan's accession to the Coalition of Finance Ministers for Climate Action, where she serves as national focal point to the Secretariat. She was part of the government team that negotiated Pakistan's US$1.4 billion IMF Resilience and Sustainability Facility, the country's largest dedicated climate financing instrument and now spearheads implementation of its reform measures. She led the design and negotiation of the Asian Development Bank's US$400 million Climate and Disaster Resilience Enhancement Program, and directs the US$125 million World Bank Resilient and Accessible Microfinance Project, which extends climate-resilient credit to rural and low-income borrowers. As national focal point to the Climate Vulnerable Forum (CVF-V20), she is finalizing Pakistan's Climate Prosperity Plan, a pipeline of 69 high-impact projects valued at US$4.88 billion.

Her wider portfolio includes institutional reform under the US$7 billion IMF Extended Fund Facility and Pakistan's first MIGA trade facility. Earlier roles at the President's Secretariat and the Ministry of Economic Affairs involved implementing a US$2 billion World Bank portfolio spanning climate, education, health, WASH and governance, and contributing to Pakistan's UN Sustainable Development Framework.

Mariam holds an MSc in Development Finance from the University of Reading and a Postgraduate Diploma in Development Studies from IDEAS, Japan. She is a CVF-V20 Climate Prosperity Fellow (Boston University) and a GIZ Paris-Aligned Finance Fellow.
