Rachel Mundilo

About

Rachel Mundilo is a climate governance practitioner and parliamentary strategist from Namibia whose work sits at the intersection of democracy, climate action and development. Her professional journey has been shaped by a conviction that durable climate action depends on sound policy, strong public institutions and inclusive political leadership. As Deputy Director for Parliaments and Courts at the Climate Vulnerable Forum and Vulnerable Twenty (CVF-V20) Secretariat, Rachel works with parliamentarians across climate-vulnerable countries to strengthen legislative leadership across the climate value chain. She coordinates the Global Parliamentary Group, helping build bridges between national legislatures and global climate diplomacy. 

Before joining CVF-V20, Rachel worked in legislative drafting and parliamentary legal advisory roles in Namibia. She also worked at the SADC Parliamentary Forum as Program Manager for the Food, Agriculture, Natural Resources and Climate Action Committee. Rachel is particularly interested in how vulnerable countries can turn climate risk into pathways for prosperity and how parliaments can help anchor that transformation in law, accountability and democratic legitimacy. 

Her work is informed by a strong commitment to equity, South-South cooperation and amplifying perspectives from the frontlines of climate change. She is a member of the Yale Emerging Climate Leaders Fellowship 2026 cohort and brings to the fellowship a passion for collaborative problem-solving and building coalitions for transformative change.
