Thashlin Govender

Thashlin Govender is Head of Portfolio, Africa at the Michael & Susan Dell Foundation, where for over 15 years he has led multi-country programs and delivered measurable outcomes for families and communities through partnerships with government, business, and civil society. In higher education, Thashlin reframed persistently low graduation rates among high-potential students from low-income backgrounds not as a funding gap but as a systems failure. He redesigned university support by integrating case management, incentives, guidance counseling, academic tutoring, and wellness services alongside financial aid. This model was scaled across multiple universities, achieving disproportionately improved graduation and employment outcomes for first-generation students. 

Working with the South African Presidency, Thashlin designed outcomes-based financing mechanisms that aligned employers, demand-led training providers, and government. These reforms transformed pathways for unemployed young people and demonstrated how public financing can deliver social returns tied directly to outcomes. In small business development, he diagnosed policy and financing barriers constraining inclusive growth, championed legislative reform, and structured financing tools that enabled shared value businesses to expand, creating jobs and economic development. 

His public health leadership includes advancing evidence through epidemiological research, contributing to Cochrane Reviews, and co-leading South Africa’s national COVID-19 vaccination program that delivered 37 million doses and reached the country’s most vulnerable populations. He now applies his systems-building expertise to frontier AI, working at the intersection of ethics, equity, and emerging technology to ensure innovation serves the public interest, while mentoring the next generation of leaders.
