Zuzanna Rudzińska-Bluszcz

Zuzanna Rudzińska-Bluszcz is a Polish public policy leader, attorney, and human rights lawyer with senior government and civil society experience. Until recently, she served as Deputy Minister of Justice of Poland, where she led system-level reforms in family courts, access to justice, and child protection policy. In this role, she also oversaw a public fund of approximately USD 100 million supporting crime victims and post-release (reentry) assistance.

Zuzanna brings extensive experience at the intersection of government, law, and civil society. She is the co-founder of the New Community Foundation, a policy-driven initiative addressing democratic resilience, political polarization, and civic trust in Poland. Previously, she served as CEO of the Polish chapter of ClientEarth, an international climate and environmental organization, where she worked on climate and environmental policy through strategic litigation and engagement with EU regulatory frameworks. In 2020–2021, she was an independent civil society candidate for Poland’s Commissioner for Human Rights, supported by more than 1,000 non-governmental organizations and the full democratic opposition—reflecting broad cross-sector confidence in her leadership and institutional credibility. 

Earlier in her career, she worked at the Office of the Commissioner for Human Rights, where she led strategic litigation on anti-discrimination law, freedom of expression, and environmental protection. She is an alumna of the Obama Foundation Leaders Europe Fellowship (2020), the GMF’s Marshall Memorial Fellowship (2019), and the Leadership Academy for Poland (2017).
