Rachel Mundilo

2026 Climate Fellow

Rachel Mundilo works at the intersection of climate action, parliamentary governance, advocacy and diplomacy for just and equitable development across the Global South. She serves as Deputy Director for Parliaments and Courts, Membership and Partnership Coordination at the CVF-V20 where she leads efforts to embed ambitious climate action within democratic institutions and legislative processes.

At the center of her work is the critical role of law makers who despite the responsibility of linking citizens to government decisions they are often sidelined or only consulted at the tail end. She is guided by the principal that meaningful climate action must be embedded in democratic institutions and informed by both lived realities and systemic reform. She possesses more than 15 years of combined experience as both a scholar and professional.

Rachel holds an undergraduate degree in law from the University of Namibia, a Joint Erasmus+ M.A in Parliamentary Procedure and Legislative Drafting, and an LLM in Rule of Law for Development from Loyola University Chicago. She also serves as an Executive Board Member of the Southern Africa Climate Change Network (SACCN). Throughout her career, she has actively supported the policy cycle framework thereby contributing to the law-making functions of parliament.
