Andhyta Firselly Utami
Andhyta Firselly Utami (Afu) is a climate policy entrepreneur and the Chief Experiment Officer of Think Policy, an ecosystem-oriented advisory based in Indonesia that bridges evidence and empathy to accelerate just and inclusive transitions. Over the past decade, Afu has facilitated multi-stakeholder policy initiatives across government, civil society, and international development partners to strengthen Indonesia’s climate governance, institutional capacity, and public participation.
Prior to founding Think Policy, Afu served as an environmental economist at the World Bank, supporting fiscal policy reforms and carbon market development. As the Climate Program Lead of the World Resources Institute, her research focused on deforestation and forest fires, as well as Indonesia’s renewable energy potential. At Indonesia’s Ministry of Education, she helped integrate climate change into the national K–12 curriculum through a deeply consultative process.
Her recent work focuses on supporting the Ministry of Environment in strengthening the governance of Indonesia’s Nationally Determined Contributions (NDCs) and building Jakarta’s provincial capacity for inclusive climate action. Under her leadership, Think Policy’s portfolio spans fuel subsidy reform, industrial decarbonization, and green workforce development, aligning economic growth with environmental integrity.
