About
Deborah Curtis is Global Co-Chair of Arnold & Porter's White Collar Defense and Investigations practice and a former senior U.S. national security official with more than two decades of government service. Most recently, she served as Deputy General Counsel at the Central Intelligence Agency (CIA), where she oversaw classified litigation and investigations, advised on diplomatic privileges and immunities, and served as the senior legal advisor for the agency's counterintelligence and security programs.
Earlier, as Chief Counsel for Industry and Security at the U.S. Department of Commerce, Curtis helped draft the landmark Foreign Direct Product Rule, which tightened U.S. export controls on semiconductor technology destined for Huawei. During 12 years at the Department of Justice, Curtis prosecuted Espionage Act cases, illegal foreign agent investigations, state-sponsored cyber intrusions, sanctions violations, and export control offenses. She also served as an Air Force JAG officer and began her career as a federal prosecutor in California.
She earned her JD from Georgetown University and a BS from University of Southern California.
