Bridging the Divide: Sovereignty in Cyberspace?

The 2021 Yale Cyber Leadership Forum will take place as a series of virtual discussions, bringing together an impressive array of attorneys, technologists, entrepreneurs, policymakers, and academics to tackle the most pressing cyberspace challenges.

A collaboration between Yale’s Jackson Institute for Global Affairs and Yale Law School’s Center for Global Legal Challenges, the Forum is directed by Oona A. Hathaway, Gerard C. and Bernice Latrobe Smith Professor of International Law.

The Forum will take place as seven, 75-minute virtual discussions, taking place every other Thursday between February 4 and April 29, 12:00 to 1:15 pm EST.  You can view the full program schedule and speaker lineup here.

The sessions will be open to the Yale community and general public, as well as recorded for distribution afterwards. Unique to virtual discussions of this sort, Jackson Institute and Yale Law School students enrolled in courses taught by Oona Hathaway and Ted Wittenstein can attend the Forum for credit, engaging with speakers and writing reaction papers based on the sessions.

This year’s Forum, Bridging the Divide: Sovereignty in Cyberspace?, will explore how state and non-state actors increasingly use cyberspace to influence and interfere in the domestic affairs of other countries and their citizens.

  • How do we understand this evolving cybersecurity threat landscape, and what are the implications for the private sector and international security writ large?
  • How does cybersecurity impact traditional legal conceptions of sovereignty, privacy, and territorial integrity, and how can we adapt these legal frameworks to help deter malicious cyber activity?
  • Can we develop international laws and norms that discourage the proliferation and use of the most destructive cyber technologies?
  • How can we “bridge the divide” among private sector and government leaders to devise effective cybersecurity strategies?
