The Blue Center for Global Strategic Assessment at the Yale Jackson School of Global Affairs has announced that General (Ret.) Timothy D. Haugh will serve as a Blue Senior Fellow for the fall 2025 semester.

Gen. Haugh served for more than 30 years in the United States Air Force, culminating in his assignment as the 4th Commander of U.S. Cyber Command and the 19th director of the National Security Agency. In these roles, he served as the national manager for all federal government national security systems and led all cyber operations at the Department of Defense.

“I’m really looking forward to working with Yale students and sharing some of the lessons I learned throughout my career with the next generation,” said Gen. Haugh. “Our country needs young people who understand how our government works, and who are committed to military, intelligence, cyber, and other careers in the service of our national security.”

A native of Hughesville, Pennsylvania, Gen. Haugh earned his commission in 1991 as a distinguished graduate of the ROTC program at Lehigh University. He earned his Bachelor of Arts in Russian studies from Lehigh, and then went on to earn Master of Science degrees from the Industrial College of the Armed Forces, the Naval Postgraduate School, and Southern Methodist University.

As a Blue Senior Fellow, Gen. Haugh will teach a seminar to a small group of students on intelligence and the cyber domain. The course will address cyber defenses for critical national infrastructure, the impacts of artificial intelligence and quantum computing, and the need to simultaneously prioritize the collection of sensitive intelligence and the protection of civil liberties.

“Gen. Haugh has been involved in military and intelligence policy at the very highest levels of government,” said Phil Kaplan, executive director of the Blue Center. “He has been a decision maker and senior leader on some of the most morally, intellectually, and technically challenging security questions facing our country in recent years. We’re absolutely thrilled that he’s joining the Blue Center.”

Jim Levinsohn, dean of the Yale Jackson School, also reflected on Gen. Haugh’s appointment, stating, “Educating the next generation of global leaders at Jackson means exposing them to individuals like Gen. Haugh who have committed their lives and careers to service and excellence. We are proud to be able to welcome him to Yale.”

The Blue Center for Global Strategic Assessment supports the interdisciplinary study of statecraft by bringing together leading scholars and practitioners, and supporting research and teaching related to national defense, diplomacy, intelligence, and international economic relations.

In 2024, the Blue Center named former UK prime minister Theresa May as its inaugural Blue Center Senior Fellow. In its first year of operations, the center also formed an academic partnership with the Munich Security Conference and funded multiple Yale faculty initiatives related to security and statecraft.
