Bailey Marsheck is pursuing an MPP at the Yale Jackson School of Global Affairs with a certificate in Program Evaluation. In addition to his coursework in evidence-based development, Bailey works as a consultant for the World Bank and interns with J-PAL’s new AI team. He is the co-founder of NEED (Network for Effective Evidence-based Development), an initiative supporting impact-oriented students across U.S. public policy schools and backed by a private philanthropic grant.
In Summer 2025, Bailey was based in Rwanda as a Field Research Intern for the International Growth Centre, assisting with an RCT evaluation of credit guarantees offered through the Development Bank of Rwanda (BRD). He has also worked as an RA for Dr. Penny Goldberg’s upcoming chapter in the Handbook of Development Economics.
Before coming to Yale, Bailey conducted policy research on international economics, tech, and U.S.-China relations for Dr. Graham Allison at the Harvard Kennedy School’s Avoiding Great Power War Project. Before that, he used machine learning and natural language processing (NLP) tools to analyze the U.S.-China relationship.
Bailey holds a BA in International Economics from UC San Diego and an MA in China Studies from the Yenching Academy, a fellowship program at Peking University. He is proficient in Mandarin Chinese, having also undertaken a year of full-time study through the National Bureau of Asian Research’s Chinese Language Fellowship. He was born and raised in California.
