General (Ret.) Timothy D. Haugh is Senior Fellow with the Blue Center for Global Strategic Assessment for the fall 2025 semester. As a Blue Senior Fellow, he will teach a seminar to a small group of students on intelligence and the cyber domain. The course will address cyber defenses for critical national infrastructure, the impacts of artificial intelligence and quantum computing, and the need to simultaneously prioritize the collection of sensitive intelligence and the protection of civil liberties. 

Gen. Haugh served for more than 30 years in the United States Air Force, culminating in his assignment as the 4th Commander of U.S. Cyber Command and the 19th director of the National Security Agency. In these roles, he served as the national manager for all federal government national security systems and led all cyber operations at the Department of Defense.

A native of Hughesville, Pennsylvania, Gen. Haugh earned his commission in 1991 as a distinguished graduate of the ROTC program at Lehigh University. He earned his Bachelor of Arts in Russian studies from Lehigh, and then went on to earn Master of Science degrees from the Industrial College of the Armed Forces, the Naval Postgraduate School, and Southern Methodist University.
